Submission of proposed development
Department of Planning, Lands and Heritage (DPLH), Local Government (LG) and other Utilities required to make a submission in regard of proposed changes that may affect Western Power’s network as required by the Planning and Development Act 2005 (WA) and applicable regulations must use this form to make their submission.
Submission of proposed development
Minimal self assessment is required before making an appropriate declaration about the submitted development proposal.
Developers should use the following tools to assess any area of development to determine what work should be anticipated to move, remove, or protect existing infrastructure:
Clearance assessment mapping tool
Please use our Clearance assessment mapping tool which provides you with a clear visual display showing all overhead lines to assist you with your planning. If there are transmission assets in the way, you may need to take further action to ensure safety is maintained.
Network capacity mapping tool
You may also use our Network capacity mapping tool to obtain an indication of underground and ground mounted assets.
Network Information Tool
If you have set up an account on our MyWP Projects portal, you may use the Network Information Tool within the portal to request information for your area of proposed development.
Before You Dig Australia
A submission to Before you Dig – will help to confirm the presence of underground cables. It is essential to know the location and voltage of any underground power cables and overhead network assets around your work area to assess the risk and carry out work safely. You will be held responsible for any negligent damage to Western Power’s assets.
Visual inspection
Finally, a visual inspection of the site would be an appropriate action to take in confirming the presence of overhead, ground mounted or underground assets. Look for equipment boxes on the boundaries of packets of land, particularly those that would not be on the boundary after amalgamation. Streetlights will usually be linked by underground cables that follow roads and may cross properties in between.
If our assets are within your area of proposed development or access will be affected by the proposed works:
We offer a number of options and services for proposed works that may be impacted by transmission (66,000 volts - 330,000 volts) and communication assets. These include:
- relocation of transmission assets
- relocation of communication assets
- clearance assessments
- earth potential rise / low frequency induction studies
- provision of technical data
- civil / structural assessments
- de-energising the transmission line (requires at least 40 business days’ notice).
Our Products and Services pages let you select the correct application to move or remove assets or to present a proposed requirement for design of a new installation. This is the correct path to use if attempting to give qualified costs for electrical works for a proposed development.
Road closures and property boundary changes may not physically change the land our assets sit on, however there are circumstances where we may still need you to move or remove our equipment given the new boundary arrangement.
If the new property boundary changes the relationship of distribution equipment to that boundary, i.e. poles, cables, or ground mounted equipment formerly in the road reserve or running in proximity to the old boundary are now well within the property, an application will need to be made to move or remove equipment. This application will determine if an easement is required or if physical work is necessary.
Even if our assets are present but not affected by a boundary change, continued access for maintenance and emergency response must be provided. If this is not via the original road path, changed access conditions should be communicated via our Land Entry Preferences form.
