The Organisation

Western Power is a Western Australian State Government owned corporation responsible for building, maintaining, and operating an electricity network that connects our 2.3 million customers to traditional and renewable energy sources, delivering an essential service to our community.

The Scope

Western Power is seeking Registration of Interest (ROI), form suitably qualified and experienced organisations, capable of delivering all or part of the works under it`s Preferred Vendor Electricity Network Construction Project Services panel (ENCP).

The ENCP panel is integral to Western Power’s ability to successfully delivery the works program and customer funded infrastructure requirements across the distribution and transmission networks. The panel aligns to Western Power’s strategy to power a cleaner energy future by supporting the key delivery priorities of transmission network growth, distribution transformation and reliable supply to our customers.

Following the Request for Proposal (RFP) event, Western Power will be establishing a preferred vendor panel partner to meet Western Power demand for a 5-year period from 1 January 2025.

  • Overhead Major and Minor Works Projects (distribution and transmission)
  • Underground Major and Minor Works Projects (distribution and transmission)
  • Customer-funded Projects (distribution and transmission)
  • Fibre and Pilot Cable Construction and Maintenance Projects

The ENCP panel partner scope of works will include:

  • Early construction advice (to inform planning, scoping, design, and constructability of potential projects)
  • Civil construction works in greenfield and brownfield transmission sub-station/terminal sites (with or without design inclusion)
  • Electrical construction works in greenfield and brownfield sites including the installation and fit out of primary and secondary plant and equipment (with or without design inclusion)
  • Turnkey terminal / substation projects, including design, equipment supply, construction, installation and pre-commissioning
  • Overhead line construction, including installation of overhead transmission lines and structure foundations and distribution lines (with or without design inclusion)
  • Distribution and transmission underground cable construction and installation (with or without design inclusion)
  • Turnkey underground distribution and transmission cable projects, including design, cable supply, construction, installation, and pre-commissioning
  • Streetlight construction, and installation (with or without design inclusion)
  • Overhead transmission and distribution network dismantling and underground removal
  • Tilt-up Panel construction works including the design, construction and/or installation of concrete tilt-up panels in buildings and building extensions, typically in connection with Western Power sub-stations
  • Fibre Construction and Maintenance Including Pilot Cable including civil construction services consisting of the construction and/or installation or removal of communications cables

Registration Requirements

Suppliers are required to respond to the ROI submission as follows:

  • Demonstrate ability and expertise to meet scope requirements, including -
    • clarity on capability and expertise that is in-house, and that which is typically sub-contracted
    • demonstration of capability to manage subcontractors
  • Demonstrate relevant track record and capability in delivering the scope to an electricity utility’s network
  • Provide details of current Safety, Health, and Environmental Management System
  • Any suggestions on how Western Power can maximise effectiveness of its ENCP, including
    • Making contractor engagement and procurement events efficient and effective
    • Desired work packaging / commitments to ensure viability of new entrants
